Establishes the California Apprenticeship Grant Program commencing with the 2022–23 academic year, administered by the Chancellor of the California Community Colleges.

Provides supplemental grants to high school pupils, community college students, and employed and unemployed workers participating in qualifying, state-approved apprenticeship programs through high schools, community colleges, and industry-driven apprenticeship programs.

Grants shall not replace any existing financial aid or compensation apprentices receive during training, with grant duration not exceeding 24 months from the beginning of the apprenticeship.

Requires participating apprentices to be enrolled in state-approved apprenticeship or vocational programs and complete a specified amount of hours; participating employers and programs must register with the Chancellor's office to participate.

Program operation in any fiscal year is contingent upon enactment of an appropriation in the Budget Act or another statute deemed sufficient by the Chancellor's office to implement the program.
