AB 3 Summary

• Adds license suspension or restriction authority for motor vehicle exhibition of speed violations beginning July 1, 2025, with suspension periods of 90 days to 6 months if ordered by the court.

• Allows courts to restrict driving privileges for violations involving exhibition of speed in sideshows to necessary employment-related travel only.

• Requires courts to consider medical, personal, or family hardships when deciding whether to suspend or restrict a driver's license for exhibition of speed violations.

• Directs the Department of Motor Vehicles to suspend or restrict driver's licenses as ordered by the court and to clearly mark restrictions on licenses and maintain records of restrictions.

• Maintains existing criminal penalties of up to 90 days imprisonment and/or $500 fine for aiding or abetting exhibition of speed, with new authority for courts to add license suspensions or restrictions.
