Establishes the Equitable Outdoor Access Act as state policy to ensure all Californians have equitable, safe, and affordable access to the state's natural and cultural resources.

Directs the Natural Resources Agency and relevant state departments to consider and incorporate this policy when revising, adopting, or establishing policies, regulations, grant criteria, or making expenditures.

Declares state commitment to maximize public access to parks, rivers, lakes, beaches, forests, and other public lands in a sustainable manner, with special emphasis on communities of color, indigenous communities, and economically disadvantaged communities facing disproportionate access barriers.

Requires implementation to be consistent with agency missions while protecting public health and safety and conserving natural and cultural resources.

Mandates the Natural Resources Agency submit a report to the Legislature by January 1, 2024, on implementation of these provisions.
