Replaces "transportation services" with "for-hire vehicle services," defined as vehicles other than public transportation transporting passengers over public streets for compensation, including taxicabs, jitneys, low-speed vehicles, medical vehicles, charters, and sightseeing vehicles.

Expands the San Diego Metropolitan Transit Development Board's authority to enter into contracts with any city in San Diego County (previously limited to specified cities) to license or regulate for-hire vehicle services within city limits or unincorporated county areas.

Authorizes the board to regulate vehicle safety and driver qualifications for passenger jitney service operating between cities and between cities and unincorporated portions of San Diego County.

Requires the board to levy fees to recover the full cost of licensing, regulating, and testing these services.

Mandates the board adopt a controlled substance and alcohol testing program for drivers not subject to federal or state testing requirements, with test results inadmissible in criminal prosecutions for drug possession or distribution.
