State Department of Education must develop model referral protocols for addressing pupil mental health concerns in schools.

Department shall consult with State Department of Health Care Services, educators, administrators, school staff, mental health professionals, students, and parents when developing the protocols.

Model protocols shall address timely referral of pupils with mental health concerns, reflect evidence-based and culturally appropriate approaches, include parents/guardians, and ensure school employees act only within their credentials or licenses.

Protocols are voluntary and designed for use by school districts, charter schools, county offices of education, and teacher/administrator preparation programs.

Department shall post protocols on its website within two years of receiving funds, with implementation contingent on appropriations or allocation of state, federal, or private funds.
