Establishes the Office of the State Child Protection Ombudsperson as an autonomous entity within the State Department of Social Services to review casework, observe management structures, and suggest systematic alterations in the child welfare system.

Requires the Governor to appoint the State Child Protection Ombudsperson, subject to Senate confirmation, for a two-year term.

Mandates the office to investigate all child deaths caused by abuse or neglect if there was an active child welfare investigation or report of abuse/neglect within 24 months prior to the child's death.

Authorizes the office to investigate systemic issues, review child welfare files, operate a toll-free hotline for complaints, and serve as ombudsperson for counties without a local ombudsperson.

Requires the office to submit a report to the Legislature at the end of each two-year legislative session describing complaints received and recommendations to improve the child welfare system.
