Prohibits officers, employees, operators, lessees, and licensees of the 22nd District Agricultural Association from contracting for, authorizing, or allowing the sale of firearms, ammunition, or firearm precursor parts at Del Mar Fairgrounds property in San Diego County and the Cities of Del Mar and San Diego.

Extends the prohibition to any successor or additional property owned, leased, or operated by the district.

Defines "ammunition," "firearm," and "firearm precursor part" by reference to sections of the California Penal Code.

Exempts gun buyback events conducted by law enforcement agencies from the sales prohibition.

Specifies that no state reimbursement is required because the bill creates a new crime or changes the definition of a crime under California law.
