Expands the prohibition on foreign government and foreign principal contributions to include elections of candidates for state or local office, in addition to the existing prohibition on ballot measure contributions.

Defines "foreign principal" to include foreign political parties, persons outside the United States (with exceptions for U.S. citizens and domestic entities), and domestic subsidiaries of foreign corporations when controlled by non-citizen foreign officers or directors.

Prohibits any person or committee from soliciting or accepting contributions from foreign governments or principals in connection with state or local candidate elections and ballot measures.

Establishes that violations are misdemeanors with fines equal to the amount contributed or expended.

Lawfully admitted permanent residents are exempted from these contribution prohibitions.
