Defines "regionally accredited" for institutions with teacher preparation programs to include institutions accredited by seven regional accrediting bodies (ACCSC, WASCSENIOR, HLC, MSCHE, NWCCU, NECHE, SACSCOC) and community colleges with regional accreditation that confer baccalaureate degrees.

Allows candidates to demonstrate subject matter competence for preliminary teaching credentials through higher education coursework addressing subject matter domains, passage of subject matter examinations, or combinations thereof, in addition to existing approved subject matter programs.

Permits community college coursework completed at regionally accredited institutions to count toward subject matter and professional preparation requirements for teaching credentials.

Expands teacher preparation options by authorizing integrated programs, postbaccalaureate programs, and internship programs at regionally accredited institutions of higher education.

Makes conforming changes throughout the Education Code to use the term "regionally accredited institution of higher education" when referring to postsecondary educational institutions offering teacher preparation programs.
