Requires the Energy Commission to consider funding for eligible biomass conversion to energy projects using new and emerging technologies in the Electric Program Investment Charge (EPIC) investment planning process.

Mandates the Energy Commission coordinate with the State Air Resources Board, State Board of Forestry and Fire Protection, Natural Resources Agency, Department of Resources Recycling and Recovery, and Department of Food and Agriculture when determining appropriate EPIC funding amounts for biomass conversion.

Requires the Energy Commission to evaluate opportunities to reduce short-lived climate pollutant emissions, generate carbon negative emissions, reduce wildfire impacts, and increase energy reliability through biomass conversion projects.
