Establishes the Veteran's Military Discharge Upgrade Grant Program administered by the Department of Veterans Affairs to fund service providers offering free or low-cost discharge upgrade education and assistance to veterans.

Requires the department to develop criteria, procedures, and accountability measures to implement the grant program.

Authorizes the department to prioritize veterans whose less than honorable discharge was connected to mental health conditions, traumatic brain injury, sexual assault or harassment, or sexual orientation.

Program funding requires a separate appropriation by the Legislature.
