Establishes the California Public Records Act Ombudsperson within the California State Auditor's Office to receive and investigate requests for review of state agency denials of public records requests.

Requires the ombudsperson to determine within 30 days whether an agency's denial of a records request complied with the California Public Records Act and issue a written opinion.

Mandates that state agencies found to have improperly denied records must provide the public record to the requester and reimburse the ombudsperson for investigation costs if requested.

Allows persons whose information is contained in records under review to intervene to assert privacy and confidentiality rights; requires the ombudsperson to maintain privacy and confidentiality of reviewed records.

Requires annual reports to the Legislature beginning January 1, 2024, detailing activities, number of requests received, determinations made, and reimbursements obtained; article sunsets January 1, 2026.
