Requires the Director of General Services and heads of other state agencies entering contracts to publish or otherwise make available contract public notice information to ensure all communities have access, including through general circulation media, community newspapers, minority-language publications, and outlets serving underrepresented groups (women, minorities, LGBT individuals, disabled veterans).

Defines "publish or otherwise make available" to include placement in general circulation newspapers, local/regional community newspapers, minority-language media, publications serving underrepresented groups, information booths at job fairs and conferences, and other platforms as determined by the awarding agency.

Clarifies that the Department of Transportation's requirement to publish contract notices in trade papers and publications serving underrepresented groups does not restrict the department's authority to use existing resources for outreach events promoting small business enterprises, diversity trainings, matchmaking materials, and relationship development resources.

Amends Public Contract Code Section 10140 to specify that the Department of Transportation's internet publication of notices must still include information in trade papers, newspapers, or magazines reaching underrepresented communities, while allowing existing outreach resources to support small business participation goals.
