Renames the "Agricultural Land Stewardship Program of 1995" to the "California Farmland Conservancy Program Act" and revises legislative findings to emphasize removing barriers for socially disadvantaged farmers and ranchers.

Requires that not less than 25% of program funds be provided to applicants that lease or sell to socially disadvantaged farmers and ranchers, and expands eligible uses of funds to include technical assistance grants and acquisition assistance grants for reducing land access barriers.

Authorizes fee title acquisition grantees to either sell property at agricultural use value within three years or lease it at affordable rates to socially disadvantaged farmers and ranchers, and requires a farmer-purchaser preference provision in agricultural conservation easements.

Expands the definition of "applicant" to include cooperative corporations and California Native American tribes, and simplifies eligibility criteria by removing requirements for local government general plan commitments and local approval resolutions.

Repeals provisions requiring local government resolutions and general plan documentation, removes the section on agricultural conservation easement termination, and streamlines selection criteria to prioritize proposals reducing land access barriers for socially disadvantaged farmers and ranchers.
