Create a 3-year appliance rebate program by July 1, 2022, administered by the State Energy Resources Conservation and Development Commission to provide monetary incentives for eligible residential customers to purchase Energy Star or similar efficiency-standard appliances.

Limit eligibility to residential customers with annual household incomes no greater than 200% of federal poverty guideline levels; rebates capped at $300 per appliance with a maximum of 3 rebates per customer during the program term.

Include refrigerators, washers, dryers, dishwashers, ovens, cooktops, and other qualifying appliances in the rebate program; provide an additional $25 incentive for recycling replaced appliances.

Restrict rebates to appliances purchased for eligible customers' primary residences only and allow rebates for energy-efficient gas appliances; prohibit any cost or rate increases to ratepayers.

Program becomes operative only upon appropriation of sufficient funds in the Budget Act; program becomes inoperative July 1, 2025, and is repealed January 1, 2026.
