Authorizes the Paradise Irrigation District to use design-build contracting to award a contract for a water conveyance pipeline from the Town of Paradise to the City of Chico, upon approval of its governing body.

Authorizes the Town of Paradise to use design-build contracting to provide sewer treatment infrastructure for the Town of Paradise, including connections to existing treatment facilities, upon approval of a majority of the Paradise Town Council.

Declares that a special statute is necessary for the Town of Paradise due to its unique need to restore adequate public services following the 2018 Camp Fire.

Specifies that no state reimbursement is required because any local costs result from the expansion of perjury penalties associated with design-build contracting requirements.
