Mandates owners and operators of homeless shelters correct violations within 30 days of receiving citations, with possible 30-day extensions at the city or county's discretion.

Authorizes cities and counties to impose civil penalties on owners and operators who fail to correct violations timely and prohibits awarding state funding to non-compliant operators.

Requires cities and counties to submit annual reports by April 1 to the Department of Housing and Community Development detailing uncorrected violations, emergency orders issued, and operators receiving three or more violations within six-month periods.

Allows the Department of Housing and Community Development or Business, Consumer Services, and Housing Agency to deem operators ineligible for state shelter operations funding based on violation reports.
