Repeals Section 9998 of the Business and Professions Code, which previously exempted agricultural workers and farm labor contractors from foreign labor contractor registration requirements.

Extends foreign labor contractor registration and supervision requirements to agricultural workers, subjecting agricultural labor contractors to the same registration and compliance rules as nonagricultural foreign labor contractors.

Makes violations of foreign labor contractor registration provisions applicable to agricultural contexts a crime.

Specifies that no state reimbursement is required for local agencies or school districts because costs stem from changes to criminal penalties under Section 17556 of the Government Code.
