• Prohibits physical home capacity from being the sole reason to deny placement of sibling groups in foster care if each child has an age-appropriate sleeping space and no other safety risks exist.

• Amends sibling placement requirements to ensure local agencies make diligent efforts to place dependent children and wards with their siblings in the same foster care placement.

• Repeals obsolete provisions in Health and Safety Code Section 1505.2 and Welfare and Institutions Code Section 16004 related to foster care licensing requirements.

• Updates resource family approval standards to clarify that home physical capacity limitations cannot be the primary barrier to keeping sibling groups together in foster care placements.

• Includes operative provisions contingent on enactment of related bills (SB 354 and SB 584) to coordinate amendments to the resource family approval process.
