Requires counties not conducting all-mail elections to provide at least two vote by mail drop-off locations or one location per 30,000 registered voters (whichever is greater), with at least one exterior drop box available 12 hours daily starting 28 days before election day.

Requires vote by mail tracking systems to be accessible to voters with disabilities and allows jurisdictions with necessary computer capability to begin processing ballots 29 days before any election.
