Changes the funding condition for part-time, temporary faculty negotiations from the Student Success and Support Program to the Student Equity and Achievement Program.

Increases the reemployment preference range for part-time, temporary faculty assignments from 60-67% to 80-85% of a full-time equivalent load, with districts prohibited from negotiating below this range without explicit individual agreement.

Requires community college districts to commence negotiations by the expiration of existing collective bargaining agreements (or upon the bill's effective date for districts without agreements as of January 1, 2022).

Raises the maximum hours part-time, temporary employees may work without becoming contract employees from 67% to 85% of a full-time employee's weekly hours.

Maintains that part-time faculty assignments remain temporary and contingent on enrollment and funding, with no guarantee of continued employment regardless of tenure or seniority.
