Requires the Department of Forestry and Fire Protection to identify priority fuel reduction projects annually before December 31, based on wildfire risk assessment and socioeconomic factors.

Exempts priority fuel reduction projects from competitive bidding and advertising requirements in Government Code and Public Contract Code, with Department of Finance review of contract costs required.

Exempts priority fuel reduction projects from California Environmental Quality Act (CEQA) review and state environmental laws if the Natural Resources Agency Secretary determines the project meets requirements and protects the environment.

Allows timber operator license holders to perform tree service work and allows tree service contractors to perform timber operations for priority fuel reduction projects, provided they maintain required insurance and comply with timber operation rules.

Exempts the department from administrative procedure requirements when developing regulations or guidelines to implement the priority fuel reduction projects authority.
