Establishes an Older Adult Behavioral Health Services Administrator position within the State Department of Health Care Services to oversee behavioral health services for older adults, funded through Mental Health Services Act administrative funds.

Administrator must develop outcome and related indicators for older adults covering screenings for affective disorders, suicide risk, medication review, cognitive assessment, substance misuse, housing, social isolation, care satisfaction, and access to care across diverse populations.

Requires the administrator to report all developed outcome and related indicators to the State Department of Health Care Services, Mental Health Services Oversight and Accountability Commission, and counties by July 1, 2022, with the report posted on the department's website.

Administrator must coordinate with the Mental Health Services Oversight and Accountability Commission, California Department of Aging, county behavioral health departments, and other stakeholders to ensure older adults have access to necessary behavioral health services.

Requires the administrator to develop standardized geriatrics training for county behavioral health personnel and establish a strategy to help counties collect data needed to develop outcome indicators, accounting for cultural, linguistic, ethnic, geographic, and socioeconomic diversity among older adults.
