Authorizes the Regents of the University of California to establish the California-China Climate Institute as a University of California-wide initiative, subject to availability of private funds.

Institute will partner with the Institute of Climate Change and Sustainable Development at Tsinghua University and other entities and institutions in China and California.

Institute duties include fostering collaboration on climate policy aligned with the Paris Agreement, conducting joint policy research on low-carbon transportation, carbon pricing, climate adaptation, sustainable agriculture, and carbon capture and storage.

Institute will support high-level dialogue between government, business, and climate leaders from the United States and China on climate policy, investment, and finance.

Institute will provide training to researchers, scientists, policymakers, and leaders from California and China on climate and environmental policies including air quality, carbon pricing, clean energy, and innovation.
