Amends legislative findings in Welfare and Institutions Code Section 10202 to prioritize comprehensive family needs and require that parent and provider voices inform childcare supportive services structure.

Requires the State Department of Social Services to submit a report to the Legislature by October 1, 2021, evaluating emergency childcare supports provided during the COVID-19 pandemic.

Report must document departmental response to COVID-19 childcare needs including testing/PPE supply, facility cleaning, vaccination prioritization, and paid closure days for family childcare homes.

Report must include departmental recommendations on crisis childcare slot availability, expansion of the Emergency Child Care Bridge Program for Foster Children, and resources needed for emergency childcare options.

Takes effect immediately as an urgency statute to facilitate timely evaluation of pandemic-related childcare assistance and ongoing emergency service needs.
