Effective January 1, 2022, expands Medi-Cal eligibility to individuals of any age who are otherwise eligible but lack satisfactory immigration status, removing previous age limitations (under 19 and 19-25 years old).

Removes the requirement for the director to determine system readiness before implementation and eliminates provisions prioritizing coverage for individuals 65 and older based on state budget conditions.

Requires the eligibility and enrollment plan to ensure individuals can maintain their primary care provider without disruption when enrolling in Medi-Cal managed care, while preserving their right to select different providers or health plans.

Mandates the Department of Health Care Services provide monthly updates to legislative policy and fiscal committees on implementation status and authorizes the use of all-county letters and bulletins for implementation without formal rulemaking initially.

Constitutes a state-mandated local program for counties making Medi-Cal eligibility determinations, with reimbursement procedures to apply if the Commission on State Mandates determines costs are mandated by the state.
