Requires slate mailer organizations appearing to represent any organization, group, or class of individuals to disclose the number of members they represent based on voting rights, membership designation, or union affiliation criteria.

Mandates disclosure of the total amount paid by each candidate and ballot measure to appear in the slate mailer, displayed immediately below their name in at least 9-point roman type with contrasting color.

Removes the previous 10-point boldface type size limit for the asterisk (*) designating candidates and measures that paid to appear, allowing flexibility in asterisk formatting to match the candidate or measure name.

Specifies that if a slate mailer organization represents zero individuals within a claimed organization or group, the mailer must state that the organization does not represent any individuals from that group.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and exempts it from state reimbursement requirements to local agencies since costs result from changes to criminal penalties.
