Establishes the Unemployment Insurance Oversight Advisory Board within the Labor and Workforce Development Agency to review Employment Development Department operations and recommend improvements to enhance efficiency and ensure equitable access to benefits.

Board consists of 7 members serving 4-year terms: 2 appointed by the Assembly Speaker, 2 by the Senate Committee on Rules, 2 by the Secretary of Government Operations (one with government efficiency expertise, one with IT systems expertise), and 1 from the Employment Development Department.

Appointments by the Speaker and Senate Committee must consider representatives of employee interests and private and public employers impacted by the department's programs.

Requires the board to hold at least 2 public meetings annually beginning January 1, 2022, accept public comment, and issue biannual public reports with recommendations starting July 1, 2022.

Mandates the Employment Development Department submit yearly reports to budget committees beginning January 1, 2023, detailing how it has considered or implemented the board's recommendations and how recommendations apply to state disability insurance and paid family leave benefits.
