Requires local educational agencies (school districts, county offices of education, charter schools, and special education local plan areas) to establish and update homeless education program policies at least every 3 years using state-developed resources and federal technical assistance center materials.

Mandates liaisons for homeless children and youths to provide annual training to certificated and classified employees working with homeless students on program policies and recognizing signs of homelessness, with encouragement to train all staff.

Requires liaisons to inform employees about available training and services for identifying and assisting pupils experiencing or at risk of experiencing homelessness.

Requires the State Department of Education to develop and implement a monitoring plan for local educational agency compliance with homelessness laws, including schoolsite inspections to ensure accurate identification of homeless youth.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
