Requires the Department of Transportation to install fiber optic conduits in highway construction projects funded by Item 7502-062-8506 of the 2021 Budget Act that are located in priority areas, in consultation with the Public Utilities Commission and broadband providers.

Expands existing requirements for the Department of Transportation to notify broadband companies and organizations about highway construction projects suitable for broadband conduit installation and to collaborate on those installations.

Requires the Public Utilities Commission to maintain and update a statewide, publicly accessible, interactive map showing broadband service accessibility by census block, in collaboration with relevant state agencies and stakeholders.

Authorizes the Public Utilities Commission to collect information from broadband service providers as necessary to establish and update the broadband accessibility map.

Requires the Public Utilities Commission to create a notification feature on the map allowing individuals to sign up for updates.
