Authorizes issuance of state general obligation bonds in an amount not to exceed $600,000,000 to provide housing to veterans and their families under the Veterans Housing and Homeless Prevention Act of 2014.

Designates the Department of Veterans Affairs as the board responsible for carrying out bond duties in consultation with the California Housing Finance Agency and Department of Housing and Community Development.

Bond proceeds shall be deposited in the Housing for Veterans Fund and used exclusively for creating housing for veterans and their families pursuant to existing and future veterans housing statutes.

Adopts the State General Obligation Bond Law for preparation, execution, issuance, sale, and repayment of the bonds, with the Housing for Veterans Finance Committee authorized to determine necessity and timing of bond issuance.

Submits the bond measure to voters at the March 5, 2024 statewide primary election.
