Appropriates $8,000,000 annually to the Department of Housing and Community Development to help young adults ages 18-24 secure and maintain housing, with priority given to former foster care and probation system youth.

Appropriates $5,000,000 annually to establish a housing navigator program for young adults ages 18-21, with priority given to those in the foster care system.

Establishes the THP-Plus Housing Supplement Program to supplement transitional housing rates for up to 11 counties with the highest fair market rents for 2-bedroom apartments.

Requires child welfare agencies receiving over $10,000 to report data on served youth (number of homeless youth, former foster youth, and housing outcomes) to the Department of Housing and Community Development annually.

Mandates that social workers and probation officers serving nonminor dependents receive training on available housing resources including coordinated entry systems, homeless continuum of care, housing navigation, and THP-Plus programs.
