Repeals Chapter 13.6 (San Joaquin County Regional Justice Facility Financing Act), Chapter 13.7 (Orange County Regional Justice Facilities Act), and Chapter 13.8 (County Regional Justice Facilities Financing Act) from the Government Code.

Eliminates provisions authorizing regional justice facilities agencies to adopt 0.5% retail transactions and use tax ordinances subject to voter approval and issue bonds payable from tax proceeds.

Repeals Sections 53721.5, 53721.6, and 70219 of the Government Code related to local government financing and court unification studies.

Amends Section 71601 to clarify the definition of "recognized employee organization" by removing references to former court unification rules and including references to Sections 70210 to 70218 and Article 3 commencing with Section 71630.

Amends Section 71614 to retain provisions regarding interpretation and operation of Sections 70210 to 70218 for purposes of trial court unification.
