Adds Section 3212.18 to the Labor Code to expand workers' compensation cancer presumption to municipal employees regularly exposed to active fires or firefighting hazards beyond those currently covered under Section 3212.1.

Defines "injury" to include cancer (including leukemia) that develops or manifests during employment for city, county, district, or municipal employees exposed to known carcinogens as defined by the International Agency for Research on Cancer or the director.

Establishes a rebuttable presumption that cancer arose out of and in the course of employment, which can only be controverted by evidence that the cancer's primary site is established and the carcinogen exposure is not reasonably linked to the cancer.

Extends the presumption for up to 120 months following termination of employment (three calendar months for each full year of required employment).

Provides full hospital, surgical, medical treatment, disability indemnity, and death benefits for employees with job-related cancer injuries.
