Establishes the Community Power Resiliency Program administered by the Office of Emergency Services to support local government efforts to improve resiliency during power outage events.

Allocates grant funding to counties on a noncompetitive basis divided by population, and to cities, special districts, and California federally recognized tribes on a competitive basis, with preference points for entities that did not receive 2019 or 2020 Community Power Resiliency grants.

Requires all entities seeking funding that are required to have emergency plans to either describe their power outage provisions or confirm that power outages will be included in their next emergency plan revision.

Mandates the Office of Emergency Services to provide annual reports to the Legislature on application numbers, funding amounts requested, grant utilization, and performance metrics, and to monitor and track specific projects.

Authorizes the Office of Emergency Services to retain up to 3% of any appropriation for program administration and declares legislative intent to enact future legislation transferring funds to support the program.
