Requires the Employment Development Department to establish an advisory committee to advise on matters within the department's jurisdiction, including unemployment insurance, upon legislative appropriation.

Advisory committee members shall represent a diverse spectrum of private and public employers and employees impacted by department programs, with members appointed by designated organizations and serving terms up to two years.

Committee must hold open and public meetings in compliance with the Bagley-Keene Open Meeting Act at least quarterly.

Beginning January 1, 2023, the advisory committee must prepare and publicly publish an annual report describing its activities, recommendations, and the department's responses to those recommendations.
