When all parents are deceased or cannot be located, requires courts to notify living grandparents to show cause within 6 weeks regarding the minor's gender change petition.

Allows courts to grant petitions without a hearing if no timely objections showing good cause are filed, but permits denial only if a parent objects to their minor child's birth certificate change and the court finds it not in the child's best interest.

Specifies that objections based solely on concerns over the petitioner's actual gender identity or gender assigned at birth do not constitute good cause for denial.

Declared an urgency statute effective immediately upon Governor approval on June 23, 2022, with operative date of January 1, 2023.
