Requires ordinances to issue administrative citations that mandate participation in antismoking educational programs, with optional sliding-scale fees based on participant income.

Allows ordinances to authorize confiscation of tobacco products from persons under 18 years of age, with notice and return to a parent or legal guardian.

Exempts active duty military personnel who are 18 years of age or older from the prohibitions, using U.S. Armed Forces identification as proof of age.
