Authorizes the Secretary of Food and Agriculture to adopt regulations establishing official final action methods for testing milk components to ensure compliance with compositional requirements.

Revises the definition of "cost" for market milk and market cream to reference current announced regulated minimum prices under federal milk marketing orders rather than actual transaction costs.

Repeals Section 62095.1 (relating to unlawful handler pricing practices) and Section 64016 (producer-handler definition) to eliminate producer-handler regulatory provisions.
