Authorizes local air pollution control districts and air quality management districts to adopt regulations requiring data collection on air pollution from indirect and areawide sources, including mobile sources drawn by those sources, to calculate health risks from toxic air contaminants.

Expands district authority to reduce or mitigate emissions from new and existing indirect and areawide sources of air pollution in carrying out responsibilities related to both state ambient air quality standards and reduction of health risks from toxic air contaminants.

Establishes legislative findings that diesel-fueled trucks emit 33 percent of statewide oxides of nitrogen annually and more particulate matter than all state powerplants, with communities near these sources at high risk for exposure to health-threatening air pollutants.

Clarifies that the act does not infringe on existing county and city authority to plan or control land use, nor does it transfer new land use authority to air districts.
