Prohibits the California Gambling Control Commission from requiring a person or entity with a valid license or work permit to apply for an additional license to hold the same position with another gambling enterprise; allows submission of license number for endorsement on another enterprise's certificate.

Repeals provisions allowing key employees with portable personal licenses to work at multiple gambling establishments simultaneously and eliminates the requirement to terminate employment before starting elsewhere.

Establishes initial key employee licenses valid for 2 years, with subsequent renewals valid for 3 years; maintains 2-year validity periods for all other license renewals.

Simplifies Section 19854 to require key employees to obtain a key employee license and meet state gambling license qualification standards, removing complex portable license and multi-establishment employment provisions.

Makes technical amendments to Section 19876 regarding license renewal procedures and applicability language.
