Authorizes non-citizen physicians to participate in fellowship programs at federally qualified health centers (FQHCs) receiving federal Health Resources and Services Administration funding, under supervision of a licensed board-certified physician.

Fellowship program participants must speak a language matching the FQHC's patient population needs and cannot use fellowship time toward licensure requirements.

Expands special faculty permit eligibility to allow immigrant international medical graduates to practice at FQHCs and affiliated institutions while participating in fellowship programs in rural or underserved communities.

Defines "immigrant international medical graduate" as someone born outside the US, permanently residing in the US, not on a J-1 visa, and proficient in a threshold language as defined by California regulations.

Allows U.S. citizens with foreign medical degrees to participate in FQHC fellowship programs under the same requirements as non-citizen physicians.
