Creates a 7-member Paramedic Disciplinary Review Board within the Emergency Medical Services Authority to hear appeals of paramedic licensure denials and disciplinary actions effective January 1, 2023.

Board composition includes one emergency medicine physician, four field paramedics with at least 5 years experience, and two public members, appointed by the Governor, Senate Rules Committee, and Speaker of the Assembly for four-year terms.

Requires employers to report suspension or termination of paramedics for cause to the authority and board within 72 hours, with violations subject to administrative fines up to $10,000.

Board shall develop progressive discipline criteria considering employer-imposed discipline, nature and gravity of offense, licenseholder's rehabilitation, prior record, and actual harm to patients when reviewing appeals.

Funding for board operations comes from the Emergency Medical Services Personnel Fund upon legislative appropriation; paramedics and employers maintain due process protections consistent with the Firefighters Procedural Bill of Rights Act.
