School districts, county offices of education, and charter schools must annually notify parents and guardians of pupils about California's child access prevention laws and safe storage of firearms requirements at the beginning of the first semester or quarter.

The State Department of Education must develop model language for the notice by July 1, 2023, in consultation with the Department of Justice, and update it annually thereafter as laws change.

Notices may be provided using methods described in existing Education Code Section 48981 and school districts can include the firearm safety notice with their annual parent notification required by Section 48980.

Local educational agencies, private schools, and the State Department of Education are immune from civil liability for damages relating to notices provided using the model language developed by the department.

If Senate Bill 906 is enacted and effective by January 1, 2023, compliance with that bill's notice requirements satisfies the requirements of this bill for both local educational agencies and the department.
