Department of Transportation must establish bus speed and reliability performance targets for eastbound and westbound directions through the San Francisco-Oakland Bay Bridge corridor by July 1, 2024, in consultation with the Metropolitan Transportation Commission, Bay Area Toll Authority, transit operators, and local transportation agencies.

Department must create an online reporting process to publicly share quarterly bus speed and reliability performance results compared to established targets.

Department must submit a report to the Legislature by December 1, 2024, identifying strategies to achieve bus performance targets, including specific policies and projects needed, implementation timelines, legislative barriers, and funding recommendations.

Report must assess how proposed policies and projects would affect high-occupancy vehicles other than public transit.

Legislation applies specifically to the San Francisco-Oakland Bay Bridge corridor between the Transbay Transit Center and designated locations including State Route 24, Interstate 580, Interstate 880, and Interstate 80 interchanges.
