Requires the Department of Alcoholic Beverage Control to transmit adjusted annual fee lists to the Chairperson of the Assembly Committee on Governmental Organization and the Chairperson of the Senate Standing Committee on Governmental Organization, in addition to the existing requirement for the Joint Legislative Budget Committee.

Changes the deadline for transmitting adjusted fee lists from January 10 to January 31 of the year before the fees become effective.

Maintains existing provisions allowing the department to adjust fees annually based on the California Consumer Price Index, with increases capped at 8 percent without legislative approval.

Preserves all existing application fees, annual renewal fees, and license type classifications established under current law, with fees ranging from $10 to $15,835 depending on license type and location.
