Establishes the California Youth Empowerment Commission consisting of 13 voting commissioners aged 14-25, with 11 appointed by the Governor, one by the Senate Committee on Rules, and one by the Speaker of the Assembly, plus several ex officio non-voting members.

Requires commissioners to represent California's geographic, racial, ethnic, socioeconomic, and cultural diversity, with at least five having experienced homelessness, foster care, juvenile incarceration, or disability.

Authorizes the commission to advise the Legislature, Governor, and Superintendent of Public Instruction on youth-related issues including education, health, juvenile justice, housing, and climate change; draft model legislation; and conduct public hearings.

Creates the Youth Empowerment Commission Fund in the State Treasury to support operations, allows the commission to accept grants and gifts, and requires the Governor to appoint an executive director.

Implementation is contingent upon sufficient funding being available through the budget, gifts, or grants, with the Department of Finance required to publish notice of funding determination on its website; the chapter expires January 1, 2027.
