Prohibits water-related fees imposed on residential property owners from being affected by the installation of residential fire sprinkler systems, whether mandated by local jurisdiction or fire protection district or voluntarily installed.

Allows a one-time fee for installation and cost of increasing water meter size to accommodate fire sprinkler systems, but prohibits requiring meters larger than necessary for the system.

Permits homes with residential fire sprinklers installed before January 1, 2022, to request water meter rate reassessment; the local agency establishing water meter size must reassess and may charge a reasonable fee to recover reassessment costs.

Prohibits agencies from requiring annual testing of double-check valve assemblies for residential fire sprinkler systems installed before or after January 1, 2022.

Clarifies that local jurisdictions and fire protection districts may mandate or prohibit installation of residential fire sprinkler systems in newly constructed or existing dwelling units, and must comply with the water-related fee requirements if they require such installation.
