Requires hours counted for self-employment welfare-to-work activities to be based solely on actual hours engaged in self-employment, as authorized under CalWORKs program rules.

Mandates the State Department of Social Services implement these provisions through all-county letters or written instructions by October 1, 2022, with these instructions having the same force as regulations.

Excludes any appropriation from Section 15200 of the Welfare and Institutions Code for purposes of implementing this act.

Specifies that if the Commission on State Mandates determines the act imposes state-mandated costs, reimbursement to local agencies and school districts shall follow Part 7 of Division 4 of Title 2 of the Government Code.
