Exempts motor vehicles issued a specialty license plate for historical exhibition purposes from biennial smog check inspection requirements if the vehicle was manufactured after model year 1976.

Requires owners to submit proof that the historic vehicle is insured as a collector motor vehicle with coverage limited to no more than 5,000 miles annually.

Requires proof that the owner maintains current, valid registration in California for at least one other motor vehicle for regular transportation under the same name.

Defines "collector motor vehicle" to have the same meaning as defined in Vehicle Code Section 259.

Maintains existing exemption for collector motor vehicles that are at least 35 model-years old if they pass exhaust emissions standards and functional inspections.
